The Financial Services Department is responsible for the timely, accurate and systematic recording, deposit, investment and disbursement of moneys proprietary to the City of Winter Haven. Please explore the documents below to learn more about City revenues and expenditures.


FY26 Budget

You can explore the Tentative Budget, proposed for Fiscal Year 2025 - 2026 through our online Tentative Budget Publication. Pubic hearings on the proposed budget are September 10, 2026 and September 22, 2026. Both meetings begin at 6:00 p.m. and are held in John Fuller Auditorium in City Hall (451 4th St NW Winter Haven, FL 33881).

Current Adopted Budget

This budget book is compiled and distributed on October 1st of each year. It includes detailed budgeted revenues and expenses line item for each division in FUND order. View the list of adopted budgets.

Government Finance Officers Association (GFOA) Budget

This version of the budget book is submitted each December for consideration in the GFOA Annual Awards Program. It must meet certain criteria before being awarded this distinction. The format is slightly different and is comprised in department order highlighting missions, goals, core values, performance measures, workload indicators, achievements, and objectives for each division.
