City of Winter Haven - Call for Artists/Muralists for Downtown Mural Project

Deadline for Entries: December 19th 2025

Project Description/Call to Artists: The City of Winter Haven invites artists and muralists to submit design proposals for a vibrant, welcoming mural to be featured on the parking garage facing the alleyway in downtown Winter Haven. The mural should embody the spirit of our community—celebrating local pride, iconic imagery, and a hometown feel with a bright and uplifting style. The mural will serve as a long-lasting landmark that attracts visitors and showcases the unique character of Winter Haven.

Location and Canvas Details: The mural location is on the downtown parking garage facing the alleyway and Central Ave (220 Avenue A NW, Winter Haven, FL 33881). The space offers a unique opportunity to create a large-scale, impactful piece that enhances the area’s aesthetic and sense of belonging. 

Vision and Style Requested: Designs should be eye-catching, colorful, and evoke a sense of community, warmth, and positivity. Artists are encouraged to explore themes that highlight Winter Haven’s history, culture, and environment while embracing a contemporary style. The mural should be inspiring and cohesive, suitable for all ages.

Artist Eligibility and Selection Criteria:

  • Open to all artists aged 18 and older. Minors must have a legal guardian sign for full rights to use the art.
  • Artists should create designs appropriate for public viewing and accessible to a wide audience.
  • Proposals will be evaluated based on:
    1. Artistic quality and creativity
    2. Alignment with the vision and theme
    3. Potential to enhance the downtown area
    4. Durability and maintenance considerations (Paint quality, external sealant, maintenance schedule etc.)

Payments: Selected artists will receive a stipend of $35,000 upon completion of the mural. The City of Winter Haven will cover fabrication and installation costs. A memorandum of understanding will outline rights, responsibilities, and compensation. 

Entry Procedures: Each artist may submit up to three designs. Proposals must include:

  • A completed application form
  • A brief statement about the concept and inspiration
  • Digital images of proposed designs (up to five images per design)
  • Budget breakdown and payment request

 

Timeline:

  • Call for Artists Opens:            October 17th 2025
  • Entry Deadline:                      December 19th 2025
  • Artists Notified:                      February 13th, 2026 
  • Mural Completion Deadline:  September 30, 2026

Terms, Conditions, and Reservation of Rights: This Call to Artists does not commit the City of Winter Haven to contract with any artist. The City reserves the right to accept or reject proposals at its sole discretion. By applying, artists agree to the terms outlined in the memorandum of understanding if selected.
