The Neighborhood Services Unit programs have been integrated into the Planning Division and provide outreach and coordination to neighborhoods within the City to resolve problems and prevent neighborhood deterioration for a safe, quality environment.

Funding for affordable housing is provided through the State Housing Initiatives Partnership (SHIP) program and is available to those who income-qualify.  Given the limited amount of funding, there is a waiting list.

Additional projects are funded through the City's Community Development Block Grant (CDBG), which is a US Department of Housing and Neighborhood Development (HUD) program. 

Community Development Block Grant (CDBG) Consolidated Plan, Action Plan, and CAPER:

The Consolidated Plan is the document used to establish priorities that will govern the use for the City of Winter Haven's Community Development Block Grant (CDBG) funds for the next five (5) years and addresses HUD's goals and objectives. Annually, the City develops a one-year plan for spending CDBG funds in keeping with the Consolidated Plan, and this is known as the Action Plan.  Both were developed through responses to surveys, public meetings, and comments from civic groups and interested citizens as well as information analysis.  Every year, the City develops a report for the public and HUD to review the City's accomplishments for the previous fiscal year (October 1-Septermber 30, called the Consolidated Annual Performance Evaluation Report {CAPER}). The City of Winter Haven Growth Management Department invites you to provide feedback on the 2010-2014 Consolidated Plan, the 2012-2013 CAPER, and the newly adopted 2014-2015 Action Plan.

State Housing Initiatives Partnership (SHIP) Program

The City's affordable housing program is funded through the State of Florida's Housing Trust Fund, administered by the Florida Housing Finance Corporation. A portion of the money allocated to the Trust Fund from the documentary stamp tax is allocated back to municipalities and counties based on population and demographics for the provision of affordable housing. For the past few years, the majority of the money from the Trust Fund has been allocated to balance the State budget, although limited funding is available for housing and the City maintains a waiting list. Annually, the City prepares and submits an Annual Report to the State on progress made in the provision of affordable housing.
