Made up of the divisions of Public Information, Special Events and Marketing, Organizational Development, Human Resources, Code Enforcement, and Neighborhoods, Community & Workforce Services’ is a creative, talented, and innovative mix of employees and diverse functions whose focus is to improve communications and service to the City’s internal and external customers.

Located in or near City Hall, Community and Workforce Services staff works as a team dedicated to bringing value to our organization and community as a whole! Our goals include:

  • Creating a condition for the citywide distribution of accurate and timely information about the City and our plans for growth and development.

  • Marketing the benefits and positive qualities of our community and workforce.

  • Providing a central point for coordination of special events and community activities.

  • Developing and implementing diverse training and enrichment programs for our employees.

  • Expanding and improving current human resource programs to promote fairness, consistency, equal employment opportunities, safety, and positive employee relations.

  • Providing opportunities for neighborhoods to come together for their greater good and partner with the City and others for revitalization purposes.

  • Ensuring compliance with City codes to develop a safe and beautiful environment.

  • Listening and considering internal and external customer ideas for creating and maintaining a quality winning City.

Staff projects include such things as 15 in 5; the creation of a radio show employee orientation program; employee training and development; Human Resource policy manual administration, recruitment and employment, safety and employee relations; neighborhood program development and administration; code enforcement; special events and marketing; and public information activities including distribution of a monthly employee newsletter and a soon to be published citizen newsletter.

Public Information Office
The Public Information Office works with all city departments to act as a liaison with the community and the news media to deliver information about services, programs, issues, activities and events provided by or supported by the City of Winter Haven.

Special Events/Marketing
 
Code Enforcement
Code Enforcement Division has been in action for approximately 16 years. We are made up of one supervisor, four enforcement officers and one technician. Each officer is responsible for addressing code violations in one quadrant of the city. Together we address approximately 2500 complaints a year.
 
 
Human Resources
The function of the Human Resources Department is to oversee and develop a comprehensive human resource program and manage the Employee/Retiree Benefits Program for the City. This Department provides City officials, managers and employees with services that are consistent with professional Human Resources Management principles which contribute to an effective and efficient workforce.
 
Organizational Development
The Organizational Development Division’s focus is on the care and raising of the City (the organization) to its highest level possible. In fact, its role is similar to the care and raising of a child and its subsequent adult development.

From birth through adulthood, we introduce innumerable programs, strategies and interventions, depending upon which phases of the human life cycle the person is in. As an infant, we may introduce various educational strategies, games and social activities. As the infant develops, we continue to introduce programs and strategies to maximize its success in the world. These strategies are ever-changing and expanding.

So it is with organizational development – where strategies revolve around “change management;” “performance management;” “climate studies” and “benchmarking,” for example.
Whatever the OD program or strategy, the process is designed to create a working environment where employees can excel relative to their ambitions and professional desires and the City can excel because its employees, as partners, are motivated to drive its City’s success.
